In order to develop scientific and practical research and innovative developments and to create practical mechanisms for stimulating application in the processes of modernization of production, technical and technological renewal, ensuring even stronger links between science and production, as well as establishing innovative cooperation between scientific research organizations and real sector enterprises, a number of tasks have been set before Higher Educational Institutions in the Decree of the President of the Republic of Uzbekistan dated 15.07.08 No. PQ-916 'On additional measures to stimulate the introduction of innovative projects and technologies into production'.
In order to resolve these tasks, the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated 11.10.06 No. 214 'On further improving the procedure for state registration of mass media in the Republic of Uzbekistan' was comprehensively studied. In the second paragraph of the first chapter titled 'General Rules' of this decree, mass media is defined as a form of periodic dissemination of mass information having a permanent name and published or broadcast at least once every six months in print (newspapers, journals, newsletters, bulletins, etc.) and (or) electronically (television, radio, video, newsreel programs, websites on public telecommunication networks) and other forms of periodic dissemination of information. Therefore, the decision of the Scientific Council on the establishment of the scientific electronic journal titled 'International Journal of Finance and Digitalization' was adopted.
In this electronic scientific journal, authors are recommended to focus their articles on issues of innovative development of industry, infrastructure, transport and communication construction, further reforming the banking and financial system and its stability, continuing structural changes in the long term, and ensuring further increase in the competitiveness of the innovative economy.
Nowadays, scientific electronic journals are widely introduced in leading foreign universities. With the formation of an informed society, the weight of electronic mass media being organized on the basis of websites on public telecommunication networks is increasing. The introduction of such types of publications into wide practice not only increases the rapid delivery of information but also leads to effective use of paper.
The Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated 22.07.10 No. 155 'On additional measures for saving and rational use of paper in the Republic' also notes that information and communication technologies are being widely introduced in the processes of rapid resolution of management system, local and inter-sectoral issues regarding reducing paper consumption. The system of electronic document exchange is being transition to wide use in practice, and the network of interactive services of the state and organizations is expanding. The task of effective use of information and communication technologies in the document circulation of management processes regarding saving and rational use of paper is brought as urgent in this decree.
Close acquaintance of young scientists, senior scientific researchers-applicants, independent researchers, and masters with the results of prestigious scientific works of leading scientists and practitioners of our Republic, and the rapid delivery of innovative achievements being achieved in the socio-economic spheres of our Republic to the public are among the main tasks of this electronic journal.
